Nearly a third of all victims were civilians, a fact the Ombudsman's Office flagged as a serious concern under international humanitarian law. The report underscores how non-state armed groups have rapidly incorporated drone technology into their tactics across conflict zones in the country.
The findings add pressure on the administration of President Abelardo de la Espriella, which took office in August and has been navigating a complex security landscape. Human rights organizations are calling for urgent measures to protect civilian populations in affected regions.
